They typically rise and fall quickly, however, after the third or fourth time you raise the tumbler it will rise a bit slower. Set the tumbler in place the time it rises slowly. Don't try to just set the tumbler every time regardless of how fast it rises, you will just break lockpicks. Once you have done it a few times it becomes fairly simple and you can pick even very hard locks without breaking lockpicks.
