The rule about not ending a sentence with a proposition was caused by students mistakenly thinking the rules they learnt in Latin class applied to English. In Latin, it is grammatically impossible to end a sentence with a proposition.
Fowler's _Modern English Usage_ says a conjuction may be used at the start of a sentence for emphasis.
