Is no help the door next to the Galactic key if you go through that you’ll be sent back to the beginning and don’t have to retrace all your steps

I’m playing shining pearl and I beat the 7th gym, but I guess I beat the galactic grunts at the entrance at the lake before you go to snow point city before battling the gym leader. I tried to go in the lake at snow point but it won’t let me surf on it and so I flew to veilstone city because that’s what I seen in a UA-cam walk through, but theirs no grunt waiting outside the galactic base for me with the secret key. I’ve been stuck at this point for 2 days now and still don’t know what to do, please help

Okay idk if you will still respond to comments, but here is my situation. I have defeated the grunts who guard the warehouse, I have defeated the Ice gym and have 7 gym badges. There is no grunt outside the headquarters, I cant open the door in the warehouse and I cant interact with anything at the ice lake. Wtf am I supposed to do?

@@ReleaseFire I had to find the lake from the beginning of the game where dawn and the professor were interacting with team galactic. That's where I got lost and finally the grunt was there.
