Apart from Brest, it's the only place in France where you can invade and encircle at the same time
(There's also Denmark, but it's usually more effort, the northwest of Iberia is also a good target if Spain is in)
Best way to invade is still against Italy though, despite the mountains and fleet

Just build up infrastructure and swap into mills and dockyars
Isolation doesnt give any debuffs for infrastructure but a shit ton for civs mills etc.
