Truthfully, it is a mixture but I would say Tradition in the case of most of them. It depends on which particular vestment as some of them served a practical purpose when they were introduced.

There is an enormous breadth of Practice and Teaching in the Anglican Church, maybe less so in the Provinces Such as Canada, but in England there can be enormous variation from church to church even in the same town. This is seen as a strength in the Anglican Church, as there is room for many traditions.

I can only speak about the Church of England, which is just one of many Anglican churches. The Church of England attaches no theological significance to any vestment. They simply signify tradition. They were originally every day clothes in the Roman Empire but of course then they weren't as elaborately decorated or made of fine fabrics. I think this doctrine was established to allow clergy to use whichever vesture they deem most appropriate.
