Missing the only one i knew about, Skilled from New Vegas: Old World Blues From the wiki: if Skilled is removed while leaving Goodsprings for the first time, then selecting the Rebuild Character option, and creating a character that is the exact same as your current one with the exception of the removal of the Skilled trait, you will retain the +5 to all skills and lose the -10% XP reduction.
Don't forget the ghoul ecology perk from fallout 3 point lookout DLC. Instead of adding 5% damage against ghouls, it instead adds a flat 5 damage to all your weapons which is overpowered for shotguns since it adds +5 damage to every pellet. So if the shotgun has 8 pellets, that's already a bonus of 40 damage per shot.
Reminds me of a bug from battlefield 3 where if you put an underslung shotgun on your gun, each pellet would do the damage of a single bullet from the gun it was attached to so people would put it on a g3 (the assault rifle with the highest amount of damage in the game), join a metro 24/7 server, and go wild
The one I know of is Blitz, which lets you see NPC interaction prompts ("E" to talk or pickpocket) even when they’re not nearby. For example, if there’s a raider in the BADTFL Police Station and you're walking near Concord, the prompt "Raider 'E' to talk" will appear on screen. This can let you attack enemies or pickpocket hostile/friendly NPCs without realizing

The fact that bethesda eventually made it a decent to good game is admirable but it seems to have been a harbinger of things to come. Here’s hoping they turn things around with elder scrolls 6 and future fallout games.
Oh, I absolutely see how killshot has the same bug as knight in shining armor, just the other way around. They typed in 20 assuming that would mean 20% like in New Vegas. But that version of the scripting uses it compared to the base value, so 20% would be 0.20
The main issue with pain train is that it hits non hostile NPCs making it so you pretty much can't sprint in power armor in populated areas like the institute, the prydwen or diamond city. I took it after completing a Brotherhood quest at the prydwen, started to run back out and hit an initiate which made the entire prydwen aggro me. The cherry on top is you don't even have the option to cancel the aggro like you can by putting your weapon away in the situation of accidental friendly fire. It's a cool idea but basically a useless perk. They should have just made it like a special melee attack that you have to activate instead of a passive ability that doesn't work half the time
Similar with power armor impact landing. Imagine jumping off the prydwen (because you can in power armor), using the jetpack to already move towards leaving the area, only to land between the BoS people down there, aggroing all of them.
I still always get Killshot. It's just perfect with my love of VATS. I never knew about Pain Train's bug. I just like it as an alternate to using a squirt gun to kill Colter using a reverse-pickpocketed Nuke Mine looted from the Lighthouse. Big Bada Boom!!!!
Not a perk but one of the power armor helmet mods makes it so you deal damage in a small radius around you. I cant count the number of time Virgil has snapped and attacked me because he walked too close to me.

It doesn't actually do damage as far as i know. There is a PC mod that deals 1 damage in a radius to let you gain XP from all kills in a radius, though. For vanilla, i've never used it, but do Tesla Coils or anything similar for Power Armour/Automatrons damage neutral NPCs?
One thing to add about how the companion perks interact with regular perks in FO4 is that the order in which you obtain them really matters! It is possible to unknowingly nerf yourself by taking one perk before the other. For instance, the 'Sniper' perk and the 'Killshot' companion perk will not work as intended if you take both, as the additional headshot accuracy in VATS will only ever be a +25% bonus, not the intended +45%... Also, the last rank of 'Hacker' will grant you an additional chance to unlock a terminal and will not allow Nick Valentine's companion perk to work as intended since the maximum chances the gane lets you have is 5, not 6.

I don't know if this is infamous but I've encountered a bug on the mysterious stranger perk. When he kills a person for you they come back from the dead Later. At full health like they were never killed in the 1st place. It's inconsistent though.
To me Dogmeats existence in Fallout 3 was a bug itself. I remember finding Dogmeat in that game, and he would straight up die every time I got into a battle because he can only bite enemies, and being not essential with low HP means that he wouldn't survive enemies with firearms. I reloaded my game a couple times before I just gave up and let him die. lol
Man when I first played Fallout 4 on it's release I used MacCready as my main companion. I look back at the days of Killshot being broken quite fondly.

Perhaps. Or just the nature of patching. NV and 3 were made at a time when your console didn’t need to be permanently connected to the internet. This made pushing out patches more difficult than today where you can’t even play the game unless it’s been updated to the latest update.

Not buggy but I made the mistake once of modding fallout four so it was easier to lvl and I maxed every perk, do not recommend 😂 the mix of all the ones that have an activated attribute get old and annoying super fast. The only one I don’t mind activating is the ghoulish one
It is what it is. I think the big thing is the nature of game updates when NV and 4 were released. You didn’t need an internet connection to play NV, making it harder to push out consistent patches. With FO4, it was made at a time when digital downloads and having permanently online consoles was the norm. It was easier to push out patches.

Oof. There are a handful of interactions with perks/traits and respec’ing when leaving Goodsprings or during the Old World Blues DLC!

The “lifespan” of 76 sure has been interesting. I personally think it peaked before they got rid of legacy weapons but that’s just me.

Yeah, I think it’s an easy mistake to make in any setting. It’s why science teachers always hammer home about knowing your units. Easy to mix up!
