I can tell you where some of the missing money has gone. It is in the South of France. I was in Cannes and saw numerous brand new G Wagon/ Sports cars with Ukrainian number plates, Garage details on plates were all Kiev, especially all the Mercs. New Models .
They are laughing at us as they steal the money. All were parked in and around 5 star hotels. The room I had booked I was unable to stay in. If you talk to the mostly nice people for a bit, they'll tell you what kind of madness is happening in Ukraine.
