Depending upon how the cotter pin is angled, I would cut the ends off the cotter pin and use a punch just slightly smaller than the hole for the cotter pin.

i rounded that top castle nut... any recommendations on how to get it off without taking the axle out?

if its round already , you cant use wrench anymore, you have to heat it up, use a small tip so that it will not mess up, once its orange hot ,put your vise grip and try to crack it once it turn a bit and wiggle it bck n fort it will loose, or you can also use air chisel to turn it once its orange hot, heating is the best answer to rusted bolts n nuts,, but be careful not to burn other parts and yourself. lol☺
