Deadly Shootout Kills Activist During Tent Clearing Operation in Atlanta

- Bodycam footage shows Atlanta cops in shock when rapid gunfire is unleashed Jan. 18 while they cleared tents being lived in on a property to be used for a future public safety training site, dubbed “Cop City” by opponents. The officers would later find out Georgia State Troopers got into a shootout with an activist camping in a tent on the property. Authorities said 26-year-old Manuel Esteban Paez Teran was killed in the shootout after allegedly firing at least one round from a 9mm handgun. The Law&Crime Network’s Sierra Gillespie has the details.

I've never seen Law Enforcement just stand there and look around while shots are fired, instead of hitting the ground, or taking cover. This was unbelievable

There is a clear difference in sound between incoming rounds and shots in the distance. Despite what random uneducated bystanders say after a shooting, there are a lot of things that sound like gunfire in the distance. fireworks, a metal plate in a road, and of course, shots off in the distance which is why you can hear officers asking if there was target practice going on. There were no cracks, snaps, or whizzes which would indicate rounds coming their direction. Was their reaction perfect? No... but they were not in immediate danger and there was obviously some confusion. People often expect cops to react like military but unlike military 99% of police interactions are non-violent so it's a very difficult thing to know when to switch it on and not
They knew the sound of their guys shooting at homeless people
Some of the cops did put a tree between them and the gunfire, but the lack of communication was abysmal

The shots are 2 toward the tent and toward the Atlanta officers. Then 1 shot away from the Atlanta officers followed by a volley of shots towards the Atlanta officers. Sounds like the troopers fired first and I heard no warning given out.
For people whove never been shot at, the sounds of the bullets give a pretty clear indication when theyre headed your way. They probably went through training to tell the difference.
so let me get this straight.
so state police entered woods from a different direction and didn't tell city cops they were in the woods as city cops approach state cops some dude in tent shoots at state cops, state cops light him up, kill him and leave body lay without taping area off and then all leave and let uninformed city cops, who never took cover when shots rang out and could've been the ones getting shot at, approach and find the body.
Did I get that right?
I guess this would be the perfect spot for a new police training center then.

I find it in incredible that not one officer hit the deck when shots were fired. They stood there. How could anyone with firearms training possibly think it was fireworks?
It’s cause the police generally arnt filled with intelligent people. Mostly people who either have GEDS or barely graduated high school.

Soon as I heard those rapid shots I expected everyone to hit the deck.

The one cop asked if it was target practice, then they thought fireworks. I don't think they were expecting to be shot at.

Those boys were WAY out of their element out there in the woods, not knowing who was where or what was going on... The fact that they didn't recognize those as gunshots and failed to react at all should be very concerning to their command staff. Had there been more hostiles posted up in those woods with rifles, it could have become a very dark day for Atlanta PD.

For those confused about the police being confused and lack of response to gunfire they said in the video that they were near a shooting range. Probably thought it was just someone shooting on private property.
They knew they were in the woods. They knew they were on property that had protestors. They knew they were there to clear out personnel and property. They knew some protests had gotten violent.
Even with knowing all those things, the first thing they think is shooting range or Chinese New Year?
Was this happening on private property? This is what my father described, when he jumped into on D-day in France people killing others take possession of a piece of land.

Video is completely wrong. They were there to clear out protestors doing civil disobedience on a planned construction site for what most people are calling Cop City. Its a massively unpopular plan that got pushed through even they the city voted against it.
Anyway, the protestor they found in the tent gets shot (not 100% sure why), but they also end up hitting one or two other cops in their own crossfire.
Hundreds protested this killing a couple days later, marching down to the main PD that staged the operation. When police broke it up, they arrested protestors with domestic terrorism charges.
It is WILD how out of control the police are getting in this country.

Just a pro tip. NEVER turn off your body cam while on active duty. Don't care what the situation is you NEVER turn off your body cam. Also all officers should be issued body cams and be ordered to constantly be wearing them while on duty. No body cam means you have no idea what these officers really are doing while out on duty unless they are within view of their dash cam.
"Body cams", off should be an instant expulsion from the force.

At first it did sound like shots but half way through you could tell it was fireworks. It seems like the police legitimately thought it was gun shots though. One officer said " I think there doing target practice".

When they first walked up it sounded like a war zone. What really struck me was law enforcement standing there, frozen in confusion and asking, "Is that target practice, or fireworks?" I mean, that doesn't fill me with confidence.
Remember these are the people supposedly responsible for keeping the community safe. This puts into context just how useless they are. They just trained to infringe poor peoples rights and be hall monitors with guns

I also cannot understand why they continued advancing and closing in on that tent (suspected target) in such a disorganized and untactical fashion while continuing to stand straight up........not to mention the potential crossfire and muzzle sweep. Sounds like they snuck up on a dude sleeping in a tent like a no-knock with weapons drawn and decided to ask questions later. The confusion they displayed afterward has me questioning why a cent of tax money is going to such poor-performing civil servants. I'm a civil servant myself earning much less money and performance at work of far greater quality is met with scrutiny.

With the Trooper actually being shot, that seems to clarify the gunman shot, but in this day and age there is ZERO reason to not have body cameras ON especially STATE Police.

Four minutes later, before being identified, and while lying on the ground, a shotgun slug fired by Norman, an Arkansas State Trooper breaking police protocol and procedure killed Hamley. The fatal shooting was recorded from multiple vantage points on dashboard cameras of the various police cruisers present. Norman was indicted on and pled guilty to negligent homicide.
Almost no cops in my state use body cams
It doesn’t indicate that the alleged suspect shot anybody. Corruption is real not make believe. There’s no telling what actually happened but you could make sense out of this nonsense if they actually had cameras. The placement of the bullet that the officer took is what stood out to me amongst all of the chaos and no communication with city police. I’m sure those statements have a ton of inconsistencies as well. Let me paint a scenario pertaining to the state police without cameras… State police did not identify themselves when they approached the tent (which explains why city police were clueless on the situation) and the alleged suspect fired a round out of fear of who was approaching his tent in the middle of nowhere. State police then returned fire… How you still fail to communicate with the city police that are approaching baffles me. You heard them clearly asking if those were fireworks. The shot placement was on the groin… If you are trying to kill somebody you aren’t shooting below the waistline . The State police however shot him 15 times or so… The weapon from the suspect was also registered to him. I wonder why he had it on him in the middle of nowhere in his tent* It’s not uncommon in other words. People camp with their firearms all the time for safety reasons but I’m willing to bet he shut out of fear and by way of the state police not identifying themselves upon opening his tent. He was probably sleep and quickly reached for his firearm and shot. That would explain the shot placement below the groin you see? All of this is just theory but we will never know because the state police didn’t have cameras. That’s the point.
yes, but also think about this: State troopers knew there were tented protesters, they went into the woods without body cameras, no one states who they are by yelling/shouting, no1 claims who shot 1st or why, and then they leave with a dead man next to a tent and tell a story they said happened without evidence..

It was clearly doctored man, those first fours shot were edited in later to make it sound like the guy fired four shots then the police respond with rapid gunfire. Clearly fake, they executed that Msn for no reason. The autopsy showed he was sleeping at the time of his death.

99% of these commenters don't understand that bullets make noises and travel faster than the speed of sound. Also people go out for target practice in the woods all the time, and the shots in this video could easily be mistaken for an outdoor range. There was no screaming, radio traffic airing shots fired, bullets knocking on trees near them, or bullets whizzing passed. I think if they heard any one of these then their reaction would have been very different.
Bullets whizzing through the trees hitting limbs is a distinct sound you will recognize. I have heard it before and it is a very nerve wracking experience.

Should the officers have purchased their own or refused to work until they are issued body cameras? If you feel like this was unjustified that’s a different conversation, but it’s ignorant to blame someone for what they’re issued when they have no control of it.

That’s 800,000-1.4 million usd ofc not counting possible wholesale prices, taxes, contractor fees and additional cost in training officers to properly operate the body cameras and teach them policy around them. Wouldn’t really call that “cheap” myself
Not one of those officers sought cover or concealment when those rounds starting going off, that's scary and makes me wonder what, if any, training these guys get on a regular basis.
Training or not when you here gun shots going off you seek cover whether you're trained or not.

I'm pretty sure we can just assume what happened. Crazy activist in the woods wanted to die for those specific trees, so he shot an officer in the pelvis and then got unloaded on by the remaining officers in his tent before they retreated with the injured officer. Manuel, or Swiss as we like to call him now, exited the tent at some point during the ordeal and succumbed to the many holes in his body. GG.

State troopers knew there were tented protesters, they went into the woods without body cameras, no one states who they are by yelling/shouting, no1 claims who shot 1st or why, and then they leave with a dead man next to a tent and tell a story they said happened without evidence.. yea, could have been.

For all we know from this video, the police could have creeped up to the tent, spooked Manuel into thinking there was a bear coming up to his test and he stepped out and pointed his gun toward the troopers. Now.. At that point it would only take 1 trigger happy officer to start a ''firefight'', in EVERY police shootout- as soon as 1 cop opens fire they all do. They would have shot him and while being shot several times he could have got 1 shot off or even shot as a reaction to being shot. Additionally, iI you didn't already know, when state troopers are corrupt... They know exactly how to cover their tracks... in their minds' their word is law.. and without bodycam recording or reporters questioning them they could tell the news anything they wanted to justify it, or be intentionally vague giving no real answers.

The amount of police interaction videos with shootouts that has them disorganized is unreal.
It almost seemed as though these officers had never heard of gunfire in a wooded environment, but that seems impossible to believe in a place like America with such a diverse selection of shooting ranges.

Hard to do with them being defunded and all. Plus, having a system that can record for 12 hours straight with any decent video/audio quality doesn't exist yet. Batteries are the weak point. Plus, being able to mute or close a recording down to discuss tactics and for anonymity when dealing with victims is a must.

Gulfport Mississippi officers gunned down a 15 yr old unarmed male in front of a family dollar told the public he was armored and exchanged fire. They didn't know they were recorded by a group of citizens. Or how about the State Highway patrolman who shot and killed a 68 yr old unarmed man for not obeying his orders to get on the ground then LIED saying the man came at him swinging a huge branch and was in fear for his life. When in fact the man never went at him & the officer just shot him point blank for obeying his order. The State Patrolman was unaware there were 2 videos by 2 different people who captured it all with audio. Had those 2 people not captured that video he would have walked free of murdering the man.
