The accents and expressions are different. I'm from a Spain and although we have no prblem understanding it, for us the American Spanish dub sounds weird and viceversa. Just go to any dubbed Simpsons or Dragon Ball video on UA-cam and scroll down to the commentaries; 90% of the time there will be idiots from both sides of the ocean arguing about why their dub is the best and the other is absolute trash.
Because accents and expressions vary from one region to the other. Speaking as a French Canadian, I can tell you that having variations of a same language in a movie is an awesome thing and I'm so glad it exists. Some way of speaking from European French can completely take me out of the movie, even if I understand it.
Plus Canadian French dubbing doesn't really sound "Canadian", it is almost indistinguishable from European French in terms of accent, whereas the French actually spoken in Quebec is instantly recognizable

It's... complicated. Sure, dubbing is made in Mexico for this movie, but the accent it's not Mexican, but Standarized Latin American Spanish (or controversally called "Neutral Spanish"). That is, a Spanish accent that tries to be understandable for all hispanic american people, by refraining from saying local phrases, because actually, there are MANY American Spanish accents. Each of them has their own features. Sure, we will understand each other 95% of the time, unless we use our own words or idioms, or even some particular pronunciations. If the dubbers used full Mexican accent, many Centroamericans and Southamericans wouldn't understand many words. Some TV programs had so much Mexican slang in their dubbing, like Kids Next Door, Adventure Time and Team Rocket from Pokémon, which make them funnier sometimes, other times difficult to understand... although equally funnier.

The dutch version of the books has al lot of names changed. For example dumbledore/perkamentus i think 80% of the names are changed.
