A Cover was never worn at meal times, or in the galley, and the cover was never allowed to be placed on a table with food. The cover was worn at all times outside. On board an aircraft carrier, the cover was often required, just as if it were outdoors. A cover was often worn below decks as a safety item - lots of things to hit one's head on down below, and the cover can provide advanced warning of a low overhead.
