Making a real, good, and quality FiveM server, costs AT LEAST $1,000. In no way, shape or form can you make a good fivem server WITHOUT spending money, to get real EUP (Nike clothing, cop vests, etc.), to get car packs. Everything costs money.
You can't use Nike Clothing, it's copyrighted you'd need a lore friendly, pack, just make non-addon eup to addon using OpenIV, It's easy to make a vehicle pack.
Firstly, EUP is not clothing EUP is for emergency uniforms, secondly clothing like Nike is against TOS, you will get a server shut down having name brand things in them. And lastly its FREE to make a server, don't mean you can't buy things like upvotes, custom scripts, etc. Its like starting a business you can start a business for free, but with no money its going to be extremely hard to upscale it. Free is in the title to show people you do not NEED money to get started in this space. When I started I didn't spend any money making a server, it gives people a chance to see if this is even something they want to do without spending a lot of money doing so.

You will if you are planning on releasing publicly, but for development you can do it free on your localhost.
