It was SNKs first game with multiple versus characters (though Ryo and Robert are normally the only story mode characters), so it’s not well balanced. Todo is the worse character since he has one special move and very few unique moves, winning as him requires exceptional outplaying and using his jumping normal on knockdown to be an ambiguous high or low. Actually Todo has a higher chance against Mr Karate than a few other low tiers, because his special move is unblockable on wakeup against him and Ryo.

I like the character design of Todo. But it looks like SNK ran out of budget when they made him.
