That's because the developers dedicated like 90% of the game to Lammy, so the game devs most likely had to seriously reduce the quality of Parappa to fit him in.
I mean, the OST for Parappa actually sounds about as good as Lammy. It's because of Lammy and other additions they had to seriously cram down on Parappa's whole story and lines.
