Yes of course you could make a game in photogrammetry space. But you'd have a hard time getting a space that exactly matched what you want in the game. And as you develop the game you'll probably find that you want to change the space. Also the space can't be in any way interactive. So you can't change the lighting, or have it react to lights/explosions in the scene. You could of course fake it like they did with this where some is photogram and others are just normal game objects (like all the cloth) but it would be very difficult to do. The lack of lighting would really stand out, as you'd have a big explosion and the photogram wouldn't react at all. But you could def. use it for things like the holopoint dojo. The big thing keeping people back from doing it, is that photogrammetry is very difficult/time intensive to do, so it's far more work than it's worth for anyone but a specialist to do it currently.
Yes lots of game started using photogrammetry content. - Working only real world environment... - Unlit static - no real time lighting, damage, or dynamic change (if you want that is a big work ex: delight shadows from the original content)... - Huge amount texture data (special if you don't want too much blurry environment)+need efficient data stream if you want bigger areas.
