Like, Raiden being a cyborg probably has a better reaction time (with his new body) than the average person, so it makes sense for him to do the follow up. But right after that window, Sam does a counter slash. That and the fact that HE DEFLECTED BULLETS without any augment other than his arm and suit shows his quick reaction time.
I mean, even if it doesn't hurt, it's gotta feel weird. Kinda like getting a large needle/shot after being anesthesiated and feeling in inside your body tightening.
Did you play revengeance difficulty? Mastiffs are added to almost half of all battles, or replace normal enemies. Example: first lab fight in Mexico, normally 4 regular cyborgs-->hope you like fighting 4 mastiffs.
Some of the "Use Blade Mode to Win NOW" parts where you do nothing feel more dramatic, you can hear the slow motion pitch's getting higher and higher. Pretty cool stuff.

And Sam's especially, the only one that is trying to fight Raiden with everything he have, and commenting his fails very strictly. Sam’s probably the least likely out of all of them to be fighting Raiden with everything he has because he wants Raiden to win so Raiden can defeat Armstrong like Sam failed to do in the DLC

By what i saw, and heard quote's out of Sam, he was serious back then, when they first fought, and this one is no different. Remember, going easy, meaning giving the false reality. Going all out, is facing more hardest things. I believe Raiden, or Bladewolf, could noticed it, and comment it.
