My guess is that the studio that produced Gangsta really wanted a flashy upbeat opening with lots of colors to draw in a more mainstream audience, despite it not fitting the tone of the story. Under the presumed knowledge that modern anime fans will not be appealed by a gloomy opening with darker colors.

Because companies tend to use anime to advertise their manga: leaving it on a cliffhanger makes people want to read the manga to know how it ends. This fact just makes the situation suck even more.
