Your answers:
1. The edges of the bumper cover needed to be painted as they had some chipping. Those edges would have been inaccessible for paint if the bumper was on the car.
2. The shop I work with for paint only wanted the bumper, rather than having both the car and bumper there for such a quick job.
That's more like a front spoiler not a bumper.
