It actually makes sense if you view homelander as a Donald Trump type and Stillwell as a Fred Trump type. Often when you look out through history, the scarier things, then the tyrants are the parents of those tyrants which basically molded them into the awful people they were today. Trump, no matter how awful he is is and was when he was alive. Completely obsessed with not only being his father in a modern age but being more successful than his father. But when his father was alive, nothing ever measured up to his own father. Dude was a celebrity on TV and had all of these contracts and deals and yet Fred wasn't completely unimpressed despite Fred doing way less than his son. something i miss from the comics in the show is this, vought has no fear at all of homelander and any of the supers, they HAVE the means to get rid of them and they do this all the time and even sells those means to the Govt. Homelander is able to tell when someone is lying or pretending, but couldn't pick up anything like that from Stillwell; he truly didn't see Homelander as a danger to his well-being. Or at the very least didn't care. When Stillwell said he was going to jump, he was actually going to go through with it.
