The key to the ringing dotted notes is more bow speed. The point of impact should be the point of the higher speed. When the landing is rough, that means there is too much vertical and not enough horizontal. Think of slicing the string. This is true for when you're using very little bow, and when you're using more bow. Speed is independent from amount of bow.
The active finger motion in the right is also not helpful. Colle is fundamentally a flick of the wrist (think lighting a match), propelled by bow speed from the forearm. The fingers are passive, loose, pliable. They react to the impulse of the wrist+forearm. Active finger motion just interferes with the broader and clearer motion of the forearm and wrist / interferes with the horizontal momentum. Just my cents :) best of luck.

Cameo! I second the finger motion argument. It should be more passive coming from the wrist and forearm, but also don't forget that the upper arm rotates clockwise and counterclockwise and that motion shouldn't be locked. Locking the rotation could lead to "throwing" the bow which leads to the rough landings. If you rotate the upper arm and open the elbow at the same time, landings would probably be softer. It creates a vertical and simultaneously horizontal motion.

I'm practicing this piece too!😂 I refuse to play the trills from the upper note tho. I don't care what people say. I dont like the sound of it lol

First of all I'm not a violinist, but I do listen a lot to classical music. To my ears, your trills and vibrato sound in general very good. Also, some fragments sounded very nice during this session; but other fragments,as you undoubtedly are aware of, sounded not so good. Of course, this is always the case when learning a new and very challenging piece. Mozart's violin concerto's sound so fast, light, and playful, as if played effortlessly. It must be very difficult for a violinist. So, considering the difficulty level of the piece, I think you are doing very well.
At the end of the video you mentioned the difficulty you have producing a light Mozart sound. I'm not sure, but I think I've found a short UA-cam video dealing with this problem. The video is titled: "Learn the Mozart style of violin playing" by Joy Lee.
