The main focus would be, to have a PVP fighting arena (Oblivion) or more like the fighting Pitts in the fallout3 DLC. These fighting arenas were the absolute best experiences in the games and could easily work in 76. This is an apocalyptic game and needs some fighting. I believe you can even implement this system into quest-lines with NPCs especially The raiders. the Arenas could be spread around the map with different themes and NPCs. Having these fighting arenas could have a gambling system within players and to watch/bet on other players to give entertainment and enhance role play. People believe fallout isn’t meant for pvp but this is a multiplayer fallout after all. We all know builds are unbalance. So you would que into a match and have bare minimum equipment to choose from. For example - brass knuckles, bone club, cultist weapons, baton and you’d be wearing no armor. Progressing into slightly better gear the more you win. Like a slight competitive ranking system for fun.. Also you’d get rewarded for winning with caps or other junk items or script. Giving players incentive to fight each other, but also at the same time not griefing other players or ruining bases, and having the frustration to losing to overpowered builds. For ex: every wins unlocks something minuscule, but a lot of wins like 25 you unlock the worst pipe gun and a good amount of caps. 50 wins- more caps and great items for base ect. More importantly you’d unlock the bow or sledgehammer. Giving you the option to overtime, customize your “arena load out”. you Can be ranged or melee or whatever, and everything would have counter match ups but not to bad, because all the weapons are weak and you’re basically fighting as a slave for entertainment, in game rewards, and of course wasteland GLORY!
