The arrow on the OEM filter is not for air flow. It is put there to inform you how to install it; think "This Side Up" Air flow is actually downward. So, if a filter informs you of air flow direction, as is the case with this particular filter, then it is important to know that the flow is down.
If you run your ac in recirc mode, this will happen. My experience is that recirc mode works very well in certain circumstances, and my 4Runner actually defaults to this mode, but it can contribute to the condition you mentioned. I try to run off recirc unless I really feel I need it, which is not often. I would put a new filter in and try this.

Anyone else having issues of mildew/mold on their air filters? Apparently it is a common problem. If so any wise solutions out there?
