When he made Iraq a huge focus after 9/11, when there was no reason to think they were involved, or were even very interested in supporting fundamentalist terrorists, it was clear what his intent was to me. And later released documents indicate that I was probably right. I suppose it could be called a mistake, because I suspect he expected a better outcome, but that's about all.
