There's actually another interesting case from Guyana besides Arthur Chung. Janet Jagan, who was President of Guyana from 1997 to 1999, was actually born Janet Rosenberg. She was born in Chicago and married into an Indo-Guyanese family. I guess she is technically the first American woman to become president.

I remember those days of darkness between April-June 2016 here in Peru, when Kuczynski and Keiko Fujimori were running for the presidency. They both had the great idea of making their respective "K's" a marketing stunt, so the whole country was bombed with this announces full of K's ("Kambio", "Konstruyendo", "Kada...", etc), like we were the playground of the Kardashians. We were all expecting to one of them to change the country's name to Keru.

There has only been one black president of the Dominican Republic - Ulises Heureaux, who was the son of Haitians. He was president for most of the 1880s and 1890s. Kind of weird that they were willing to elect someone with dark skin in the 19th century but none since then.

Benito Juárez is México's only president of completely pre-hispanic heritage, he was of Zapotecan origin and was president from 1858-1872. He is by many considered the best president Mexico's ever had, he is on the $20MXN bill, and probably the most significant thing he did was the Nationalization of the Wealth of the Clergy.
Fun Fact: Juarez wasn't even the only racial minority leader during that time, there was a weird moment were Mexico had an indian president and an european Emperor! During Juarez presidency Maximilian von Habsburg, a younger brother of the Emperor of Austria, was proclaimed Emperor Maximilian I of Mexico by the opposing consevative party on 20 April 1864 with the backing of Napoleon II.

It's not as far as Peru having a Japanese president, but shortly after the Greek revolution many of Greece's kings were of German heritage. As well as Spain, the Netherlands, and Austria (as well as the entire Holy Roman Empire to an extent) all had a king of French decent. There was also an Austrian guy who controlled a lot of Mongolia during the Russian Civil War.

Well in America at least a mixed race person is usually referred to as what race they appear as, but both races are referred to when being specific
Because Obama himself identifies more with his black father than his white mother. He wrote a book called "Dreams From My Father" that explains all of this.
Because of the complex vocabulary of race, I just use what most people use when describing specific people, or what the person describes themself as. From what I could find, Obama calls himself black, so who am I to say any different?

@@jrexx2841 Eh, I'd have to differ from the semantics here. Yes, all humans have a common ancestry, but since then humans have mutated in different ways. Since humans split off into several groups, those groups have mutated their hair, for instance making it curly or straight or somewhere in between, or have gained new eye colors, and of course changed how much melanin is in their skin. Basically, a person with a mix of all races would not be the same race as the humans before the split, which makes everyone distinct from their ancestors in some way.

People really underestimate how many Asians and non-Spanish Europeans emigrated to Latin America back in the day. (Including lots of Germans in 1946 for some reason, har har.) Sao Paulo in particular has large Chinese and Japanese districts.

I know this is not exactly what you're looking for, but as for your question, Romania's current president is German and his name is Klaus Iohannis (spelled Johannis in German). Doesn't really count as a racial minority since both Romanians and Germans are white, but it's still extremely uncommon for a European country to have a leader belonging to an ethnic group dominant in another European country. He is also part of a religious denomination minority, as he is protestant in a majority orthodox Christian country. In case you are wondering, he is not an immigrant or son of immigrants from Germany, but rather belongs to the historically influential German minority of Transylvania in Romania. Most of them came over in the middle ages, yet they currently only make up about 0.07% of Romania's population.

Though he was not democratically elected, he was well received and is the face on all denominations of the Singapore Dollar. Even the presidents after him was not fully Chinese with Benjamin Sheares(1971-1981) who was Eurasian, Devan Nair(1981-1985) who was Indian and the first ethnically Chinese preident Wee Kim Wee(1985-1993) who was the last parliament-appointed president. The constitution was changed while president Wee was in his second term and the first democratically elected was president Ong Teng Cheong(1993-1999) who was Chinese. He was suceeded by the ethnically Indian S. R. Nathan(1999-2011) and most recently Tony Tan(2011-his term ends this year but will not be eligible for a second term) who is Chinese.
Controversially, Singapore has reserved the 2017 presidential elections for Malay candidates only. The front runner for this year's elections is former speaker of parliament Halimah Yacob who is of mixed Malay-Arab heritage. She had to quit her post and leave the ruling People's Action Party(just like many of the presidents before her) due to the pre-requisite of presidents being non-partisan. If she does win, it will make her Singapore's first (quasi-)democratically elected Malay president and also the city-state's first female president.

He was born to ethnically German parents in Romania. Ethnic Germans have been in Romania since the 12th century. He moved to Germany as a boy and then moved back to Romania later.
But they are europeans so that doesn't count.
He is a German Protestant and his wife is a Romanian Catholic, both are a minority in Romania which is majority Romanian Orthodox.

Haha I see you took some liberties with the pronunciation of 'Seaga' and 'Guyana'. Jamaicans mostly pronounce PM Seaga's name as 'See-ah-ga' but it's probably really pronounced 'Seh-ah-ga'. Guyana is mostly pronounced as 'Guy-ah-na' across the Caribbean.
Also, fun fact: the current leader of the opposition in Jamaica (2021), Mark Golding, is also a racial minority. Most of the country was actually shocked when it became a talking point because everyone just assumed he was black but just really light-skinned loool.

Brazil has had a couple of black/mixed race presidents in the past, but that was back when we weren't really a democracy, so in the early days of the republic, when it was a sort of oligarchy (similar to what you had in 19th century Europe)
Actually, the only one that is unanimously considered black is Nilo Peçanha, who served from 1909 up until 1910 (he wasn't elected, he was Afonso Pena's vice-president). However there are two presidents before him, Campos Sales and Rodrigues Alves, that are considered black by some, but at the time people tried to "whiten" themselves, because being black was undesirable.
Even Nilo Peçanha was lightened in his pictures, much like some black intellectuals of the time

I couldn't find that information, but it's very likely. His mother was white and part of an influential political family of the state of Rio. His father was a baker and there is a lot of controversy over his actual "race" whether he was black or mixed race and I don't think we know who his parents were. But given that Nilo Peçanha was born in 1867 and slavery in Brazil was only abolished in 1888, it's very likely that he was a descendant of slaves himself, most of black people in Brazil were (and still are), and at the time voluntary migration from Africa was practically non-existent.

Sergei Witte was Prime Minister of Tsarist Russia prior to the 1905 revolution. His family were Baltic Germans, but even then, they were actually of Dutch descent. He was also born in Tbilisi in Georgia, which I hadn't realised before Googling him now, knowing of the rest of his background but wanting to confirm it all.
His family were Lutherans, but he converted to the Russian Orthodox faith.

If you have a country where most of the population is half-white and half-Amerindian, you shouldn't Vicent Fox to be part of a minority group, since being just 1/4 German is not enough.

I think it'll take some time for Malaysia to elect a non Malay prime minister. Our constitution doesn't state any limitation of race/religion for a prime minister; but culturally, we feel it's important for our prime minister to be a Muslim, not necessarily a Malay
communal politics has been a big part of Malaysia's history even since before decolonization. as your neighbour from across the causeway(who also happens to be an ethnic Malay), I'd love to see a shift to Malaysia's politics towards more accommodation for non-Malay politicians.

About electing a minority a leader in my country, I would say current situation doesn't seem like it. But just before sometime India had a combination for some years that was like as following :
The Head of state = President = Abdul Kalam ( Muslim - Minority)
The Head of government = Prime Minister = Dr. Manmohan Singh ( Sikh - Minority )
Chair person of party with Majority = Party president = Sonia Gandhi ( wife of a former Prime Minister Rajiv Gandhi, and she is also from Italy)
And these three were ruling a country with Hindu Majority. And the president changed later but Dr. Manmohan Singh stayed in officer for 2 consecutive terms.
We're talking about racial minorities, in our case it would be someone from North East, lakshdweep or andaman and nicobar. That is never going going to happen, people won't accept him/her
Oh also William Walker (google him, he is a fascinating if scary due) had himself "elected" "President" (notice the scare quotes?) of Nicaragua after he led a coup in the 1850s. He was a Southerner and his agenda included the introduction of slavery to Nicaragua

Fun Fact Mexico was the first nation before The USA to have a Preisdent of African descent with President Vicente Guerrero.
