The resources of the all police forces are all funded by the taxpayers however they can designate areas "restricted" or "operational" such as the firing range, driver training areas, cells, etc. But when there's no signs and even a reception point, it's reasonable to assume that the public can access at least to that point. I had to laugh when the gate came over at the end, it meant that they'd fallen way short on security.

Not an ideal environment for anybody with a proactive & independent mind - is it!

Pity the British cops don’t turn up to burglaries or robberies as quick as they do when anyone upsets them by pointing a camera at them.
When they attended a skirmish in south London where they were attacked by a mob with weapons yet they never even wore riot gear whereas, I a visiting lone camera man is getting far more grief.
I’ve noticed something about British policing - no one is really in charge, there’s absolutely no rank despite the stripes and pips one may have -- even a private interjects questioning members of the public totally disregarding rank. “What matters is this is private”. WRONG . What matters is how he came to be there. He’s on a public highway - as public are sometimes allowed on site, and it’s a highway. So a suite of Laws apply.

Your whole point is that there's a public footpath but the footpath clearly started from beyond the barrier, so it's their private footpath that's only accessible from their private land - as you were only able to access it by walking on the road and through the barrier, that doesn't make it publicly accessible
