I'm in Armenia maybe we should learn from that country. From 15 years is compulsory to participate in military. In the military at the same time theres people who train them academically and life skills they know how to repair vehicle mechanics, plumbing, construction, farming, docters, engineering, IT, etc. They learn laws you will find most citizens are like police and no one will rob you or break your car even is parked outside
