I like how Bobby advising that Tony stiff Hesh on the loan demonstrates that getting bad advice can be just as useful as getting good advice. Hearing the bad advice out loud helped Tony to realize that it wasn’t a good idea. If Bobby _hadn’t_ said it Tony might have gone ahead and done it.

After Jackie died Junior became official Boss (which Tony allowed so the Feds would focus on him). Tony became Street Boss, he even says that to Junior at his mom's funeral. Street boss is basically acting boss and underboss together, he runs the family but stays out of the limelight. Sil was consiligere and Paulie became captain of the old Soprano crew (which wiped out/absorbed Junior's).
Paulie got bumped to Underboss in the last season but it was only a nominal thing like Junior's was, he had no extra power. It was just so Christoper could move up to being a capo without Paulie losing face. Eventually Tony realised Christopher could never be his successor, Sil didn't want/couldn't handle being Boss and Paulie had no way near the brains or temperament. Bobby was brought up to be his real number 2.
Hope that explains the Jersey mob's history in the show lol.

For anyone who doesnt understand why Sil and Bobby were so offended by Paulie asking if Tony knew about the hit: The whole point of why they operate the way they do is to insulate Tony from being connecetd to any serious crimes, like Tony said to Bobby in the boat at the start of the clip. As soon as Paulie asks that question, they suddenly become vulnerable to something like a wire or hidden mic catching them saying that Tony approved a hit, which would definitely make him liable for the murder. Paulie had his reasons but dropping the boss' name during that conversation was a major no-no.

Phil was too bitter and too fixated on his own personal vendettas to be an effective boss. It's about money.
Tony got worse towards the end too, though. He took that greed to the extreme and didn't bother with the appearances of the mafia theatrics.

Dom D Worst boss imaginable. He was a self-righteous narcissist. All he ever talked about was his own personal issues, and his 20 year stretch in the can! When the SUV ran over his head, I almost clapped. 😁

Something I've realized, Tony picked Paulie to run the hit on Phil because out of the capos at the time, he was the least profitable and most problematic, so if New York figured out who ran the operation, there was a higher chance of them going after him than Bobby or Silvio.

Funny thing is, out of many of the guy's under Tony's thumb, Bobby was at least reliable. You could give him a job and know it would get done. His elevation to under-boss was no doubt partly as a result of his marriage to Janice, but I think Tony could see he had a good soldier in Bobby. Tony, even if grudgingly so, respected Bobby after their fight and they did start to grow closer. You notice towards the end that its the "big 3" conversing in strategy or having dinner together: Tony, Silvio and Bobby. And Tony's orders are given primarily through Silvio & Bobby, which is also why at the end when Leotardo decides to take down the Soprano family he targets the top 3.....Tony, Silvio.....and Bobby!!

I think bobby was the best prepped to be under boss and eventual boss. Bobby had been at juniors side when he was boss and probably learned alot about the decision making process for a mob boss.
