Nah game was too optimize...1650 can run it very well...if you use frame gen you can play on max.

I am using riva tuner with custom overlay made by myself..you can watch UA-cam video how to make overlay. Its complicated but you can learn

Are the cutscenes locked to 30fps just like ps5? Or unlocked?

In game Cut scenes are smooth 60 fps but some cut scenes pre recorded those are 30 fps and quality also not good..

It's FSR 3 frame gen, not DLSS frame gen. FSR3 frame gen is available on most older gpus
