The people handing out food are doing it without a license, they just have to get a food vendor license and follow the laws for inspection. Don't half-ass it and complain when the city does what cities are meant to do: make sure you aren't handing out tainted food!
Yep. What if they poisoned or tainted the sandwiches, rolled up on some homeless people, gave them the food, then rode away while people keeled over behind them.
If there is an open air drug scene in that city, I would say accidental food poisoning is the least of the governments worries. Is the clearly bottled water OK? Or does it need inspected too?
