Harkon gets F-Tier simply because his plan made no sense to start with; you get rid of the sun, you kill the plants, which kills the animals, which kills the humans, which kills the vampires. Alienating his own family was the icing on the cake. There's also that snow elf guy, honestly don't remember his name, that made up the prophecy to start with just because he was mad that a god didn't protect him from vampirism, as if that's Akatosh's problem, why he didn't just drink a cure disease potion before the vampirism fully infected him. So he makes up some dumb prophecy and sat there in that chair for lord knows how long, just waiting for a Daughter of Coldharbour to show up. Then she and her Dragonborn buddy show up and kill his ass, F-Tier
In his defense Harkon's final battle can be challenging the first time around. Alduin and Mirrak are damage sponges pure and simple. Harkon at least uses tactics like summoning, stealth, healing, and even running or teleporting around the room. Also many a player have admitted that they had to look up how to defeat Harkon or forgot about the Bow. Although he becomes real easy after the trick to beating him is figured out. Even then it feels more like a battle of contrition instead of Dragonborn vs. Damage Sponge Boss. An honest tier would be D rank for having an actual(kind of sort of) final boss fight.

He boosts himself before the fight with Dragon Aspect, uses multiple shout types, like how he combines Become Ethereal with Whirlwind Sprint to make a quick getaway, switches weapons around, like utilizing a sword, staff and destruction spells, and he also sacrifices his own dragons to restore his health. In comparison Alduin is pretty much just a reskinned dragon with one extra step
Not to mention, in all his years of existence, he could have gotten off his ass and searched in tamriel for a vampirism cure, even if his was a unique case or a different disease from the rest Hell, there is even a purification shrine sitting in southern Cyrodiil in a cave made by a Dark brotherhood vampire for this exact scenario

What's disappointing is the side boss from Peryite's side quest in Skyrim isn't mentioned. Out of all of the ES antagonists he figured out how to get and use magic immunity. It is clearly an 'Oh crap!' moment when the Dragonborn realizes his Glass or better weapon that is magic double enchanted and kills anything in one or two hits,including dragons and dremora, doesn't do squat against this boss. He should get a honorable D teir for nullifying one of an ES protagonist's greatest strengths.
In defense of Nerevar not joining you, one of your sleepers infected him with Blight He got better, but you know better than anyone else, n'wah or otherwise, how long or how far grudges can go

After the assumed departure of Dagoth Ur, the Tribunal went crazy, Sotha got smoked, Almalexia got axed, and Vivec vanished, leaving a giant space rock to crush his city and set off Red Mountain. We can only hope the Heart and Lord Dagoth will return and rebuild #DagothUrdidnothingwrong

I would argue the red mountain eruption is the second worst calamity to ever hit morrowind as the true worst event was losing our beloved sixth house
