Saturn vue 03 dashboard lights flicker (need help!?)

Im having this problem with my saturn vue ever since i bought it, i havnt been able to figure it out. PLEASE HELP i reall need to figure it out
the lights flicker and the noise is their when the car is off, with or without the key. the lights flicker and the noise is also their when the car is on and when its on the road.
