They're taped i personally like to tape my sticks which is: double taped down to the fulcrum or just above and then double taped again at the bottom of your last finger wrapping the stick...i like it and i got the style from PR 07

That would be true, if drumline members were horn players. For the horn line, marking time is supposed to train you to keep your feet from chopping up the sound coming out of your horn. With drum lines, with their much more complex rhythms and such, marking time is meant to assist in keeping time and knowing where the downbeats are. Which, I know, sounds asinine, but since our notes are passing through our brains, to our hands, and to the drum so rapidly, it's necessary.
