I wonder if that could actually be a licencing issue: It might well be that the way the licences were granted for DVD could actually prohibit the release of certain films on another digital disk format, especially for - as you say - less popular movies.

I remember a time when to buy a newly released clamshell VHS tape outright in my hometown of Diss, was £90 in old money...it wasn't until Woolworths (RIP) started selling them for £9.99 a tape. That was revolutionary in itself, so Woolies was legendary, for that fact alone.

It's likely that these movies saw limited theatrical release before being pulled and sent to video a few years later for the rest of the world's enjoyment after bombing at the box office. Keep in mind that the mid to late 80s was a time when studios would open films in theaters in limited markets to test market that film's ability to make money. If a film failed to bring in an audience, it would be pulled from the theaters silently, sometimes in as little as a weekend. The studio would shelve the picture and then later create VHS copies for rental at Blockbuster. Blockbuster, at the time, could turn box office bombs into rental winners. Blockbuster was like Netflix is today... willing to stock any VHS film that the studios threw at it, no matter the quality.
