This is Ayunda Risu, part of Hololive Indonesia. Sometimes she uses this voice, sometimes she doesn't. It depends on the stream and her mood.
She's got a decent vocal range though; you'd be surprised at the other voices she pulls off; watch her "VA-11 Hall-A" or "Coffee Talk" streams to get an idea.
She has 2 "main" voices though: "Risu" (shown here, but with an exaggerated Russian accent) and "Ayunda" (more of an "onee-san" voice and a slightly different avatar).
