I've had my Himiway cruiser for about 3 months now, superb bike..!! I did however, adjust settings of assist to 9, only takes a few minutes and makes for a smooth transition of power. Bottom line, this bike is excellent in every way, I love it..!

Is that normal or it's too tie?
It should spin freely. Check to make sure your brake pads are adjusted properly and your axle is alligned correctly with the proper spacing.
