use a capture card to get the real amount of fps since a recording software uses some cpu/gpu/ram just use a 2nd pc or laptop and a capture card to record

You can actually see the fps in Roblox, you just need to press shift+F5. Before, Roblox used to cap the fps at 60. But as of now that has been removed.
I personally wouldn't call this a "Gaming PC", but if you're flat broke or too young to afford a proper Gaming PC, this should suffice, especially for $60/60€.

do you have vsync on? if yes, it'll make your screen's refresh rate the maximum fps, for example, on 60hz 60fps is the max. About the fps drops, what are the temperatures on the gpu? It might be overheating and causing it to thermal throttle
i haven't tested it since i haven't liked any update since chapter 1, according to the minimum requirements it might be able to run it but not very well

The problem was that I have a HDMI Capture Card and the GPU only had display port and DVI

oh ok, i used to use bloxstrap or something like that to increase the fps to 165, good that it's now in the default game :)
