Because after you've been burgled, there is nothing they can do. Most people do not have CCTV, and most of the time its useless in court. Thanks to the Tories the forensic science service is no more, so half the time they can't afford to send out CSIs for anything less than a murder. On top of that, these two are response officers. @ 24:30 With regard to BWV, it is more than just a 'policy' that the constables should be aware of to inform a citizen if they are being recorded at the earliest opportunity, it is one of the fundamental parts that form the 12 guiding principles of Surveillance Camera Code of Practice. The foundation point is that we are policed by 'citizen' constables and with that we are policed by consent. And to hold the confidence of the public, video and audio recording must be seen to be 'Overt'. And to be overt means that citizens must be informed at the earliest opportunity that they are being recorded. Anything other than that means that it is 'covert' recording, which has a host of safeguards, including approval by a senior officer and certain legislative requirements. As you will see in Annex B, below, point '2.' states... 'Be confident in describing what you are doing and tell people they are being both visually and audibly recorded.' No police officer should 'presume' that a member of the public knows that they are being recorded, by seeing a small flashing red light for example... the member of the public must be explicitly told. And whilst there are common sense times when explicitly informing of recording may be delayed, such as violent confrontations and public disorder, the majority of the times there are no justifications that would stand up in court other than immediately informing the citizen. And as is stated in the Home Office (2013) document... '...and such consent on the part of the community must be informed consent and not assumed by a system operator.' It is also important that a citizen 'knows' they are or have been recorded by the police because that citizen has the right to ask for copies of any recordings in which they are the subject through legislation. If they are unaware that the police are recording, then they will have been denied the right to lawfully request a copy of any recording in which they are the subject - and they will have been recorded 'covertly', which is against the principles of surveillance by consent - 'overt surveillance' - and transparency. And for those that are not aware, these BWV devices, when switched on by the officer-wearing at the start of their shift, are recording video (no audio) on a 60 second loop, and when 'activated' by the officer-wearing the previous 60 seconds of video is also included as part of the main captured recording. These BWV devices can also take 'still' photo images, too. To state from a couple of key documents... Home Office - Surveillance Camera Code of Practice (2013) ================================================ The purpose of the code will be to ensure that individuals and wider communities have confidence that surveillance cameras are deployed to protect and support them, rather than spy on them. The government considers that wherever overt surveillance in public places is in pursuit of a legitimate aim and meets a pressing need, any such surveillance should be characterised as surveillance by consent, and such consent on the part of the community must be informed consent and not assumed by a system operator. Surveillance by consent should be regarded as analogous to policing by consent. In the British model of policing, police officers are citizens in uniform. They exercise their powers to police their fellow citizens with the implicit consent of their fellow citizens. Policing by consent is the phrase used to describe this. It denotes that the legitimacy of policing in the eyes of the public is based upon a general consensus of support that follows from transparency about their powers, demonstrating integrity in exercising those powers and their accountability for doing so. College of Policing - Body-Worn Video (2014) ======================================= Regulation of Investigatory Powers Act 2000 ----------------------------------------------------------------------- In specific circumstances BWV may be used covertly. When deployed for covert use, forces must comply with the provisions of RIPA. Seven principles for the overt use of BWV provide the strategic underpinning of force policy. Each principle is supported by these instructions and associated documentation. All forces should familiarise themselves with these principles. Annex B - operational crib sheet --------------------------------------------------- 2. Be confident in describing what you are doing and tell people they are being both visually and audibly recorded.
18:50 also calculates the vehicle velocity, right? That is why there are 2 cables, so you can time how long it takes for the wheel to move between the two cables.

It’s surprising why high security places always seem to have semi-retired Uncle Jack on the gate doing it for beer money.
Minimum wage, they don't want to be paying out at all if they could get away with it...
Insured most companies. So its more to just deter and alarm than actual protection
And 5 ft fences.

Beautiful fence work from a bygone era.
Just what I thought, art deco!

Good cops 👮♀️ pleasantly polite. Well experienced. No need to escalate. Well done all around 👏
You’ve got to love the two old school coppers…..that’s the way you do it
There's not even any point in saying "No drones".
They don't own the airspace above their property, so their approval or permission is irrelevant.
Watch this space. Companies will be lobbying the government as we speak, on the backs of these videos and unfortunately money talks.
@@cyclist68 That won't happen. There is already laws and rights in place to protect public and press for this. There is no justification for private companies to have right to restrict air space. That can only happen in case of high security and risks of loss of life. Prisons and airports for example.
@@Adam_Outdoors Does this company tell British Airways not to fly over their premises ?
@@martinnoyes8507 Why you asking me that? Did you misread or misunderstand what I wrote?
It's a good job we have poLICE to protect Big Corporations instead of Protecting the Public who pay for them..
C'mon tony I'm sure some cuntstubbles do a good job.... maybe just not for the public they supposedly serve though...
🤣👍👍so true
Private individuals and private businesses pay taxes which covers the cost of policing.
Daylight , more understandable if it was early hours of morning and attending our home having reported a burgalary . Pity there is no option to opt out funding the police if this is what we are paying for
@@johngrice2246 True. I’d like to opt out of most public services.
You turned the 1st cops round very well
, but agree no need for blue lights , total waste of resources
They must love putting them on
This is a prime example of poor policing and they didn't inform any one of them recording which under section 3.5.5 of there code of conduct they have to.
Incorrect. They don't "have" to. Sec 2.7 of West Midlands Police policy around body worn cameras is open source and clearly says that
"Officers SHOULD, where possible/practicable, announce to the subject of an encounter that video and audio recording is taking place using BWV".
Key difference.
They come hareing in to you, and leave, satisfied, but never go back to the numpties who called them, to tick them off for a false and unnecessary waste-of-time call!
i would of loved to see the security's faces when you flew the drone over ...🤣
Question that nobody seems to ask. . .
"If its a High Security site, why is it visible from the public walkway?"
The two cops in the first car were reasonable, but please don’t ask them to chase anyone on foot or heart attacks may follow!
With the amount of chewing going on it appears that the call interrupted their breakfast. And the driver at least could not be bothered to shave.
More Chins than the phone book
LOVE IT..! Why can't all the police behave this way ??? Lovely and polite x
I would settle for human beings and not Gestapo.
The officers looked like they were enjoying the sweeties 😂😂 maybe haribo 😂😂😂
That pub over the road from you in this video does a great pint 👍
responding to another emergency for a guy with a camera...🤣
Next time my car is damaged or broken into I'll call the police and tell them someone is flying a drone so they will come out instead of just giving me a crime number.
pretty rogue or ignorant attitude coming from that cop, stating if you have authority to film , and then not following his own authority policy to inform the public when he's filming ...
The fact that they say no drones just encourages some folks with drones to fly over,, stupid of them really
I never trust a grown person who bites their nails. The driver is down to the stubs. 😂
Dunno, I ‘trust’ my wife, but not my adult child. WTF has nail-biting to do with nail biting? Send me the science.

Brilliant as always dj thanks for standing up up for our human rights keep up the great work 👍
So a manned aerial vehicle would be fine? Google satellites are unmanned though, oh dear.
@@davidkn It is the equivalent of putting a sign on your front fence saying no vehicles are allowed to drive past on the road. You do not have control over the road that goes past your house any more than they have control of the air space that goes over their property.
@@davidkn It is a waste of a sign. May as well have a sign saying "Sensitive information visible through this fence, no looking" If they want to waste money on signs, they could put one up saying "Do not read this sign". Of course eventually some copper would show up and ask if you had read it, in the current climate etc.
Should have a sign saying " Do not throw stones at this sign* .......
Very experienced officers who handled it brilliantly,
‘Not up to no good’! That surely means that you’re up to good!
Language doesn't work simplistically like that ...
My mouth is still open! I still can’t believe that the passenger police officer said “have you permission to film the business?” What????? So a person needs permission to film a building whilst stood in a public place!
The first police car that came with blue lights should have cancelled the second one, but as per the bald cop they have to be on the safe side because two men openly filming in broad daylight could represent a threat (usually people that are a threat don’t blatantly film in public🤫). As always if you need police cars in a hurry with flashing lights, just say two men are filming in public😂.
Nah there's no way they could have cancelled the 2nd car, they needed the back up, especially with what's happening in Ukraine right now...

Interesting, they can mount cameras looking out at you, but object to you pointing a camera at them. Also the term “unmanned” is not politically correct! Now that is a SERIOUS CRIME!
The perimeter fence is useless, looks more like a ladder. The security guard ‘James’ calling the site a “secure site” what a joke.
I do not believe they are registered security guard,Probably employees promoted to a security detail maybe one or two are SIA,It's about cutting pennies and meeting requirements,A show
The sign is absolutely clear at first read.
Current climate? Is there something they know that we don't?? 🤔
A pair of legends lovely guys well done the grims 👍👍👍
A credit to the service👍😎
Isn't it strange when someone breaks into your house that they do not dispatch 2 units on blues and twos, but when a company calls about someone doing nothing illegal, they do.
The police have moved from being people based to being company and important people based. It's sad.
police race to the scene when its a corporation when your house gets burgled it takes them a week
Because after you've been burgled, there is nothing they can do. Most people do not have CCTV, and most of the time its useless in court. Thanks to the Tories the forensic science service is no more, so half the time they can't afford to send out CSIs for anything less than a murder. On top of that, these two are response officers. The officers that turn up to a robbery thats already happened usually aren't and are overloaded with case work.

Great cops with a great attitude to policing!
You’ve gotta be joking
This is exactly how police interactions should be. This is how the police should conduct themselves. I'll always be critical of the police, but in this instance 10/10. They were polite, courteous and friendly. It's very refreshing when you are not arguing with an ego. Hats off this time.
guaranteed to be another great DJ audit 🙂
I served my apprenticeship there in the 50/60s when it was H.M.HOBSON Ltd, Claudel HOBSON the founder invented the reversible carb for airoplanes. The opening views of car park and sectional buildings was a well kept field with a putting green, where we could play at lunch time. There were uniformed Corp of commissioners who manned the gate then. Loved the drone footage, bought back fond memories of my time. Keep them coming.
The cables going across the road are monitoring the speed of the traffic, to check whether they need to update the speed enforcement. Had it been just counting the volume of traffic, the cables would have been laid next to each other...! 😉
It's the interval of the front wheel that determine the speed,Probably have speed cameras soon,
Those two Policeman were brilliant
I'd have loved it if you had said to the guy in the car at the end that you had flown the drone over to see what he did
Hi DJ, this used to be Marston aerospace ..I delivered there recently and it was mainly refuelling systems for aircraft that they manufacture
Awesome video 😀 those police at the end when you said they're off to an emergency probably someone else with a camera 🤣👍🏻
Excellent example of good policing. Friendly, lots of simple questions, no confrontation. They engaged properly which means they can judge whether you are who you say. If only......................................
The buildings look like there from the 1930s. Thanks for the great drone footage PJ and the only thing that spoiled things was the ignorant secretary staff, not a good look for the company. The two officers in the first car were very professional and funny, the female PC well what can I say I suppose they’ve still got a loot to prove lol.
Having just watched BBA's video of his conversation with the "moody" female cop, I though she was fine, smiling and saying no drama. Then BBA said no need to be shirty, what's with the attitude!!! And she was still nice to him after that unnecessary outburst! He's the moody one!
As an author, journalist and proofreader (now happily retired) I can tell you that the sign is worded appropriately and is grammatically correct. It could have been worded differently to make it more explicit, but it isn't ambiguous.
Anyway, keep up the good work!
What the hell has it got to do with Ukraine. Blame everything on Ukraine. Food, fuel, security etc.
In the case of the arms supply chain, then the Ukraine situation obviously raises sensitivity.
That security guard James looks just like Bill Murray from Ghostbusters.

With regard to BWV, it is more than just a 'policy' that the constables should be aware of to inform a citizen if they are being recorded at the earliest opportunity, it is one of the fundamental parts that form the 12 guiding principles of Surveillance Camera Code of Practice.
'Be confident in describing what you are doing and tell people they are being both visually and audibly recorded.'
No police officer should 'presume' that a member of the public knows that they are being recorded, by seeing a small flashing red light for example... the member of the public must be explicitly told. And whilst there are common sense times when explicitly informing of recording may be delayed, such as violent confrontations and public disorder, the majority of the times there are no justifications that would stand up in court other than immediately informing the citizen. And as is stated in the Home Office (2013) document...
'...and such consent on the part of the community must be informed consent and not assumed by a system operator.'
It is also important that a citizen 'knows' they are or have been recorded by the police because that citizen has the right to ask for copies of any recordings in which they are the subject through legislation.
Home Office - Surveillance Camera Code of Practice (2013)
================================================
The purpose of the code will be to ensure that individuals and wider communities have confidence that surveillance cameras are deployed to protect and support them, rather than spy on them.
College of Policing - Body-Worn Video (2014)
=======================================
Regulation of Investigatory Powers Act 2000
-----------------------------------------------------------------------
In specific circumstances BWV may be used covertly. When deployed for covert use, forces must comply with the provisions of RIPA.
Seven principles for the overt use of BWV provide the strategic underpinning of force policy. Each principle is supported by these instructions and associated documentation. All forces should familiarise themselves with these principles.
Annex B - operational crib sheet
---------------------------------------------------
2. Be confident in describing what you are doing and tell people they are being both visually and audibly recorded.

its coming to a point where this is so ridiculous they should be paying you for re-training them... O_O
18:50 also calculates the vehicle velocity, right? That is why there are 2 cables, so you can time how long it takes for the wheel to move between the two cables.
