Goods locomotives (what we call as the 'engines' of trains) have a higher gear ratio, that is, the output gear connected to the wheels spins more slowly with each rotation of the input gear (i.e. the gear connected to the electric motor, or an engine in a car, for example). Passenger locomotives have a lower gear ratio, with the output gear spinning faster for each rotation of the input gear.
The higher gear ratio of the goods locomotive enables it to have higher torque, and therefore better pulling power (shown by tractive effort), just like how the lower gears in a car give it more pulling power. The tradeoff is that the top speed is lower. This is why you see that the 1st gear in a car, which has the highest gear ratio, has lots of pulling power, but very low top speed. A goods locomotive also has a lower top speed because of the higher gear ratio, but it can pull more weight, and therefore more goods as compared to a passenger locomotive. E.g. a WAG-7 has a top speed of 100-105 km/h, but it has a tractive effort of 44 tonnes, while a WAP-7 has a top speed of 130 km/h, but a tractive effort of 32.88 tonnes.
