What we need is a concerted effort by UA-cam users to boycott any channel using click bait tactics, and the advertisers if the channel in question has any. Having the worst offenders listed off site, so users could know to avoid the channel before they ever click on it. If the channel starts to lose traffic, they start to lose money, and that's the only thing UA-cam, the channel provider, and the advertisers understand.
