@@lykou1821hate to break the bad news for you but the FAA can inspect you're aircraft anytime they want and you have to be approved by the FAA to even fly. These planes are 100% safe if he is going by code which honestly looks like he is. My grandfather builds ultralights and sells these type of aircraft. There is a lot behind the scene of flying honestly.

FL250 (which he probably meant to put) would be 25,000 feet. Right around cruising altitude for a casual airliner. Basically take the three digits, and add two zeros, now you have flight level. 2. As you could probably tell, 2,500 feet is SUPER low for fast flying.
