Portugal pre La-Resistance was not high on people's lists for a focus tree, but just like Mexico in Man the Guns it got a really nice one, so it's fairly easy to overlook that. It's why I don't really mind when PDX give countries like the Baltics focus trees, they can make it work. Even if sometimes they don't hit the mark.
The independent democratic path for sure! Best part is, it doesn't actually do anything to turn you democratic. So if you have ticking communist support or anything else, you're screwed!

Do you plan to rank the french paths (including the free and vichy one). Because I think it's an underated country in the game compare to his impact in the end 30s in reality (france army was bigger than the german one in 1940).
The Fifth Portugese Empire is sort of a historical idea about "the world uniting under Portugal because we have awesome knowledge and culture" So it's supposed to facilitate world conquest and why would you need factions in a world conquest?
A year late but if you still play I had a surprising amount of fun playing the Latvia-Belarus SSR path of the Latvian focus tree, It was initially a bit of a random choice since I hadn't done it before but yeah one of the funniest and most enoyable experiences Ive had, from somehow yanking Belarus from Stalin to the satisfying conquer of the tidbit of Lithuanian land separating me from Belarus to the weird alliance with moustache man to take Poland out and finally the 2 formables you can make in the process, turn into the Latvian Belarus SSR then the Baltic Union with a communist flavour, 10/10
The monarchist vs. communist paths come down to whether you want easier expansion and slightly more manpower than the other path at the cost of the drawbacks of being non-aligned (monarchist) or you want more of a challenge, but more of a reward in the form of better ability to expand your military and land (communist). I'll say that playing as communist Portugal doing the Iberian Union is like playing as a Spain that isn't suffering from internal schisms all the time.
"Stability is just like AE in EU4" I think that sound like saying a coalition is just like the UK and France guaranteeing everyone you want to attack in HoI4... which is to say, these things aren't comparable in my opinion
join the commintern is one of the best focuses for portugal since you can declare war on nationalist spain hold your territory and wait for the soviet union to do everything for you (you have to improve relations and do diplomatic pressure). after that you simply do iberian union and get all of iberia without doing any fighting
Disband your army, send all of your equipment to Spain 10 days before the civil war kicks in. When the civil war kicks in (such as for the communist one), just cancel the lend lease and you have all your equipment back and your enemy has no units.

I know about maybe 3: it's first existence way back in the Reconquista, when it got it's independence from the Iberian Union, and when the royal family had to stay in Brazil thanks to Napoleon, and it changed it's name to "UK of Portugal, Brazil and Algarves". The 4th could be refering to the fact that when it became a republic, it was still a colonial empire, and so in a way it was the "Salazarist colonial empire" (maybe?).

About forming Iberia, instead of sending volunteers you can just manually justify on nat spain and help directly to republicans so iberian workers unite automatically bypasses and you dont have to worry about a double civil war
I am surprised that the socialist path got so high for me that was by far the worst path since the -10% org is a huge nerf that you have to keep with next to no benefit.

By the same logic Germany should have the cannot join factions rule. It's just not needed.
