For context, the only reason why the iPhone 5/4s, iPod touch 5, etc. have firmware files for iOS 8.4.1 is because a direct update from iOS 6 to iOS 9 is not possible. Therefore, Apple gives an update file to go to iOS 8 from iOS 6. The issue is that the iPhone 5C never ran iOS 6, so the OTA update was not necessary.
well, I don't think you can, not using iOS 14 or 15 anyway but maybe if you'r running an older version of iOS like 11 or 12 maybe you can downgrade it to iOS 10 maybe try using lukeZGD legacy iOS kit PS: you can't activate iPhone SE/6s/6s plus on iOS 9

I changed the build number and IOS version to 7.1.2 and after restart It says 7.1.2, software up to date same with 6.1.3 when i tried. PLease help?
Sometimes it does that, only way I’ve found that fixes that is by restoring the device with iTunes or the Finder and trying again.

Yes, but you’ll just need to use other tools to sideload the jailbreak apps to the device.

dump your iOS 7 iPod Touches SHSH Blobs using Odysseus or "RossDarker" blob dumper, then you can freely go to iOS 8.4.1 - 9.3.5 then back to iOS 7!

No, this requires an iPhone 4S, iPad 2, iPad 3, iPad mini 1, or iPod touch 5.
You can also downgrade iPad 2 and 4s to 6.1.3
That’s via dual booting I’m pretty sure. Apple unsigned the iOS 6 iPSW files in 2019.
