Yes it does. Jack Soo was brilliant and the show was just incredibly well done. A TV critic once said that "Barney Miller" was an example of televised theater. They rarely used a set other than the Squad Room, it was filmed before a live audience (not that rare, I admit) and often had long, uninterrupted takes. Like going to a theater and watching a play, only in your living room.
I still use "Let's go down to the beach and shoot some clams" whenever a group I'm with is trying to decide where to go next. No one has ever gotten the reference. This show, and this episode in particular, are laugh out loud funny.

I have been trying to find the episode when one of their prisoners needs to use the bathroom, and starts a fire in it, and Barney discovers it and exclaims "Theirs a fire in the bathroom!" and Fish goes "OH GAWD!" that scene stuck in my mind since it first aired in the 70's when I was little kid 😆
I'm surprised people think this is "one of the best scenes". It's not really that funny and I'm a huge stoner. I don't laugh when people act fake stupid on weed.
