If you havent already been made aware this sirne was refurbished and "fixed", however when it was taken to the motor shop they rewound it for the wrong RPM and caused its super fast windup. It is technically unfixable but it would take a lot of money just to get it to work correct again. Making it redundant to try fixing anymore
Nah its most likely the startup torque, the paint on the inner stator adds so little of something it basically adds nothing. The reason you can see it scrape off before it stops is because the rotor expanded outward from the torque. Because ovbiously a 100ish year old aluminum rotor casing isnt rated for that high of torque

I think they made the mistake of painting it because I'm guessing the rough pain made the rotor off balance? or it made the rotor rub on the stator.
No, the startup torque probably caused the rotor to expand outward
