Driving without lights is one of the ways cops spot drunk drivers. It's pretty common to find the driver drunk when they stop someone driving without lights.

It's been fairly recently adopted into service
The device folds 2 prongs from the front with a long strip between them, they then put the rear wheel between the prongs which tangles the rear wheel preventing the wheels from spinning. The strip is also attached to the police vehicle allowing them to anchor the suspect

For the lights it's simple: I used to work nights as a taxi driver and got so used with the street lights that sometimes I forgot to turn car lights on.
It happens sometimes but most of the time they are just drunk.

1:50 ish. In some places the side lanes are closed so cars can park for shopping and then after shopping hours they open for traffic and closed for parking.
4:50 I myself ONCE forgot to turn lights on because the area was so bright from roadside lights you couldn't tell the difference.
Now I have a Subaru and leave the lights on all the time. They turn off with the key.

3:45 Time from yellow to red was 3-4 seconds. Seems short at real time speed. I think the following only applies to the US. Notice where the painted dash lines on the road become solid lines. The cammer is right next to the white car braking before reaching the solid line and the cammer stopped fairly smoothly. In theory. If you have not reached that solid line when the light goes yellow, the light will be red before you enter the intersection AND marks enough stopping distance for a safe stop. .... In theory. I've noticed exceptions.

@@AVCH the lane that is shut usually goes in the opposite direction during regular hours. that is what it is like in Denver

After watching all of the stupidity behind the wheel, it's easy to understand why the cammers were cheering.
Running from the cops using a van? A vehicle with a high center of gravity and guaranteed to overturn if it has too much speed going around a curve? Brillant!
If at a controlled intersection with a left turn lane, any car going straight through the intersection has the right of way. ESPECIALLY if that car is a marked police car. A car that has Police placed on the car for ALL to see. And if you can't read the word 'Police' on the car, or can't see the word 'Police' on the car, then please, visit your eye doctor.

Yeah but also his whole interior of the car was in the dark, that`s a clear sign your lights are off.
Yeah you wouldn't be able to see the dash instruments, but then you'd have to be smart enough to realize you can't see them and figure out how to fix that. It's a catch 22.
