To have to resort to your secondary airport isn’t any wind above 20 knots? I’m not sure I’m just a novice

Its the 1-2-3 rule for IFR flying. 1hr before to 1hr after your ETA if the ceilings are 2,000' or lower or visibility is less than 3 miles. If any of that applies you need to file for an alternate airport.
