When he said he "didn't have a falsetto", he probably meant he didn't have that very notable indie pop soft sound when singing high notes. He just has a very powerful, very supported head voice, which is still really difficult to master and I really admire it.
He uses mixed voice and i think he can’t sing falsetto because his voice is already fixed in natural + mixed voice. Maybe he wants to workout with his falsetto since his genre is rnb. It would be more usable in his genre. Soul or opera may fit his voice.
Look up tenor Altino or tenor contraltino they are the true countertenors who hit puberty but still retain a high tessitura abd some have a Androgynous timbre like this guy he sound between a woman and a higher than typical man with a bright tone simultaneously

The true counter tenor is a rarity. This is beautiful and effortless! I am a trans man who had to mourn the loss of my alto range this year. I am now Tenor 2..and we will see where I land. Certainly not at counter tenor!--These vocals are gorgeous.
Same here- my t comes late this year so I'll be getting the last of my soprano singing out before it drops. I sing tenor in my choir atm. I struggle sometimes but luckily I have a good range + director. It's such a weird feeling tho right? I'm really glad for my voice to drop- but then again I will be mourning my highest range. It's always good to see other trans choral singers out there :)

No. A baritone can train to increase their range but the quality of the voice will be consistent. Counter tenors are naturally lighter and higher.
