How to make lights flicker and illuminations flicker in After Effects (No Expressions)

How to make a light flicker. Step 1, create a new composition from video or photo. Now go to edit - duplicate to create a duplicate of the layer. Go to your effects panel and drag and drop gaussian blur on the top layer. Increase blur to 100 or so. Now click on the pen tool and draw a mask around the light or lights. Go to the mask you just made and increase the feathering, in this example we went to 100. Now go to the top layer and change the blend mode from normal to screen.
Now go back to your effects panel, go to animation and presets, and select the opacity flash - random effect. Drop that on top of the mask layer. Increase the chance of flash and flash nervousness as needed.
Lastly, go to the effects and presets panel and select strobe light. Drop it on the layer with the mask. Change the color of the strobe light to match your image or video. Also, consider blending the effect partially with the original.

I was so excatitic that I finally manage to pull effect with your tutoral in AE, that I just liked, subscribe i make short comment. This is great but if you have an image that has multiple lights throughout it and you want to add this effect to each individual light, how do you do that?

I think I have an answer. You can create multiple masks using the "alpha adjust" key. I have a detailed tutorial on how to do it (it's only a minute long).
Create multiple masks on your light sources, and apply the effect to each.
