I'm surprised how ignorant people are about the UK's position towards the EU - and its position from the outset. The UK never really wanted to be part of the EU and managed to negotiate all kinds of exceptions and special treatments for it to accept to be part of the EU (then EEC).
Simple: as a former Empire with a strong colonial tradition, the UK couldn't imagine itself as a simple member of the EU on equal footing with every other member.

If memory serves (although you might already know this) that is an Edmund Burke quote which originally reads: "The only thing necessary for the triumph of evil is for good men to do nothing."
Frankly, nothing wrong with modifying it using [ blah blah ] to make it contextually relevant as long as the original quote is preserved. I am not sexist in any way and personally interpret the quote to include women as well (consider that it's historical) but I think that being too lenient on quoting is a slippery slope that could eventually lead to people "informally" modifying quotes beyond a point at which accountability may be effectively maintained.
So it could be that he's triggered idk, or it also could be that he's a bit eccentric like me when it comes to ensuring the credibility of a quoted source.
Lastly, please don't interpret everything in terms of sexism. Many people are tired enough of the left as it is in terms of finding a way to be offended by literally anything. You could be right, but you could also be misreading his/her intentions and reacting defensively.
