Its usually also because most spectators also consist of Other people who believe “who asked” is a funny clap-back, and therefore they like his comment, which usually boosts their ego especially if its alot of likes (which it usually is), and this gives them an excuse to lie to themselves, saying that they “won the argument” when in reality the only thing they won was just a compliment from their divorced parents.

I think I've seen "who asked" being used in good contexts in the past, like one man would use it in response to someone who is being overly dramatic or wants to bring up something that sounds completely irrelevant and doesn't exist in anyone's heads, basically "who asked" is used to respond to something that is Uninteresting or that a problem isn't worth anyone's attention.
